Through her binoculars, she saw three men inside the gondola. There should only be two pilots.
The blimp crashes in Daly City after scraping rooftops and hitting power lines.

Blimp found crumpled in Daly City, with no explosion or fire.
No one found inside the gondola. Everything inside appeared to be in working order.
Navy's investigation provided no conclusive explanation:
Pilots had life preservers and were unlikely to have fallen out.
No evidence of stowaway room or intrusion.
Parachutes and life rafts still present inside.
