If this is your note, then make sure you are logged in with the same account on web as you are on iOS.
If this is not your note, ask the note owner to make it viewable by going to their note share screen and allowing anyone to access it. If the note owner does not see the share access toggle on their phone, they need to update to the latest version of the app.
