Nation God indivisible with liy and justice for all for all photos photos y you can't go anywhere he um are both of y'all playing on serving After High School yes sir sir well I appreciate y doing that my son is in the army RC at Clemson been a fantastic you get to do pictures which is the fun part of this [Applause] thank if you please remain standing for the invocation by Mr way [Music] andell let's bow our heads hey God As We Gather here tonight we come to ask for for our community our school system and our students we we come to ask for Hope for them we ask for guidance and for light of Illumination in our past past may we find the hope and every challenge understanding in every lesson and the kindness in every interaction grant us the strength to learn the courage to persevere and the wisdom to lead with compassion and in your name we say Amen than you thank you we now have a proclamation for month of the military child whereas since 1886 the Department of Defense has designated April as the month of the military child recognizing the courage of military children and whereas the month of the military child is an opportunity to remember children's roles in strengthening the military family and whereas living in different states and countries and often moving numerous times military children face unique challenges that many other youth do not experience and whereas 24% of the students who attend Carteret County public school system are declared as military dependents and whereas many of the parents and guardians of our students work at the area military bases and whereas every single School in the Carter County public school system has been awarded the North Carolina Department of Public instructions purple Star Award for service to military connected families and whereas the Carter County Public School System strives to provide a safe and nurturing educational environment for all children with additional support for military children now now therefore we as the Carter at County Board of Education hereby Proclaim April as the month of the military child and April 11th is purple up day a day to wear purple to show support for our military children I'll make a motion to accept the proclamation as presented I second it thank you motion by Mr jenin second by miss kerich all in favor perfect we'll now move to the meeting agenda I would uh like um make a motion to amend the agenda pursuant to item eight close session to consider confidential student matters and confidential attorney client matters pursuant to GS 14331 18.11 A1 and A3 do we have a second to amend the agenda I'll second second by Miss Chadwick all in favor now we need a motion to approve the amended agenda I made that motion okay you motion by m Chadwick I'll second second by Mr Chambers all in favor and move to public commenting it is now time for public comment anyone present tonight wishing to make comment should have filled out a request to speak public comment for to ensure civility relevance and time management there are specific requirements for public comments set forth in Schoolboard policy they include comments are limited to matters pertaining to public education the speaker shall State his or her name at the beginning of his or her comment speaking time will be limited to 3 minutes per person a 3 Minute Timer will appear on the TV screens in the bottom corner the timer will be when there are 30 seconds remaining it will then be the final time when your time is up for civility and decorum no speaker shall make obscene remarks or issue personal attacks or insults no complaint against the school employee or student shall be permitted although this may be heard in Clos session at a later date following consultation with the superintendent much information about individual students including a speaker's own child is confidential under state and federal law and we discourage and often prohibit such information in Open Session the chairperson May immediately terminate any comments that violate these rules board members will not respond to questions except occasionally to request clarification with that our first Speaker tonight is Miss Teresa ruli good evening um my name is Teresa rep logal and I am a special education teacher at West Carter at high school oh I'm sorry sorry yep oh right the three minutes take two okay good evening um my name is tresa rep loal and I am a special education teacher at West Carter at high school um I'm at my fourth year at West I taught 29 years in Ohio at um West Carteret we teach our kids many things but we also really encourage self- advocacy I'm here with my peers tonight to self- Advocate as you know there's this longevity study from Chicago that values education and we're all in this room tonight for valuing education but this longevity study proves that an educated person is a happier person they're more productive and they give back to their community um we are here um many of us that work at Carter County Schools sometimes we have two jobs to help make men's eat me mean ends meet a lot of us tutor we waitress we bartend and I'm here to ask um for an increase in our supplement um we feel that we looked at um supplements from our peer counties and how hard we work and the value of our time and um with the looming cost of insur insurance and taxes which I know affects us all but as an educator we are here to ask for um a supplement increase to 13% which is similar a little bit more than some of our peer um our peer counties and um that's what I was going to talk about and I'm gonna have my peers come thank you thank you um I know I'm not supposed to talk after public statement but will you do me a favor and reach out to me by email so we can talk sure because I I may need you as an ally some things that you just signed yourself thank you thank you yeah you're fine up next is I also I'm Jennifer Rouse I'm an EC teacher I've been teaching at West Carteret for 11 years um I've been teaching for 20 let see 21 years um so I came from pit County um now I'm currently working here um I enjoy it I love what I do I'm a special education teacher um it's a great area to live in um very you know great schools and um great people to work with so what I was going to request is that um y'all would possibly consider the supplements be monthly instead of twice a year um twice a year it in it forces employees into a higher tax bracket um whereas if we could possibly have it negotiated where we could get it paid monthly instead of twice a year that could be a benefit um as you see on the sheet it shows twice a year it's 22% tax rate and then the monthly amount would be a 12% tax rate um so I do appreciate it I don't have a lot to add but I think y'all so what no ideas are bad ideas so y'all's input is important to us these are little things that um we may not think about or we may not hear about so I want y'all to reach out to us we're going to fight this battle together okay so please I know that teachers I mean if you want me to be honest I want you to be honest um teachers are leaving the profession they're leaving the profession because of you know we're not the pay I know y'all can't do anything about that the salaries but the you know the supplements would be a great benefit for us here in this County well we will fight for you but we've got to do this together so I appreciate you coming up here and doing this tonight thank you thank you thank you jins it'll make sense in a second don't freak out no I said we need this email too so you can click them off gotta excuse good evening I'm Claudia Jenkins a first year teacher in Carter County but I'm a veteran North Carolina teacher with over two decades of experience I'm here to support my co-workers who previously advocated for an increase in supplemental pay and for the supplement to be paid monthly instead of twice a year I'm also here to answer any questions about the data you previously received from Teresa and Jennifer um I do want to respectfully request an increase in the supplement including supplanting the amount with the state funds from PR and object code 0711 181 to at least match if not surpass the neighboring County supplements we have the best students in Carter County which is right here I would like us to attract and retain the best teachers and allow them to be able to afford to live where they work instead of making 30 and 45 minute commutes as well as in our commute um I will say and I know I only have two minutes left of time I'm a data nerd I might not look like it um but I help put together these charts um and I when you saw the one from Teresa you'll see that Nash County's in there and I have to be honest and say I came from Nash County I took a large supplemental cut to come to Carter County because I've had been told how wonderful it was to teach here and it has been but I'm not going to lie that second and right now third job is what's allowing me to still stay here um I will be happy to email all of this information to you and I'll be happy to partner with you all to fight and not fight that's not a nice word to work towards getting a supplement and get it supplanted with the um State money which 2023 there was a state law that there are millions there and I will do what I can to advocate for the other teachers um in our County as well as you guys may I answer any questions although I know we're not supposed to do that I think email is perfect because I want to be able to click yes um but thank you some of the stuff of things I've never would have never absolutely absolutely I appreciate all three all three of yall coming up here and um let's and just so I'm clear board members and who else do I need to email to board right there and she'll get that perfect all right thank you all very much thank you so much and I know we're not supposed to speak either but it it really did um open my eyes for the maybe the monthly payment versus I would that would have never crossed my mind thank you next is the consent agenda I will make a motion to approve the consent agenda motion by Mr jenin I will second that second by missley all in favor next is good afternoon board uh before you I just have secondary policy a secondary policy and the policy is uh the one we had last month uh it is a local revision um currently a currently adopted policy really it was a request from our administrators to have some uniformity when it comes to parent request for excused absences due to educational opportunities um so and and this typically arises when there are situations where kids uh parents have kids at two different schools uh at the feeder patterns and those kind of things so the policy revision is just a local revision it allows for a regulation uh we gave you the regulation last month um so there have been no changes to this policy I'll be happy to answer any questions you may have I have two questions well comments um that relates to policy language I like would like added it pertains to the penuts that I sent an email about and um the book policy that I've also sent an email about so I make a motion to add language to policy 3200 regarding the appropriateness of books for students this policy revision would mirror the language currently in place for R-rated video content which states that R-rated material is inappropriate for all students unless prior approval is obtained from the principal and the parents of the students an ative video may not be shown in its entirety in any school similarly books containing specific adult content should be treated the same way books containing the following type of adult material would be considered inappropriate and prohibited for students without prior approval for both the principal and the parents of the students extreme violence nudity within sexual scenes more than one sexual derived word used as an expletive one sexually derived word used in the sexual content depictions or endorsements of drug abuse profanity this addition to policy 3200 would ensure that materials with adult content are close reviewed and made available to students with explicit permission from both the principal and the parents maintaining the Integrity of our educational environment and removal may be at the discretion of the superintendent Andor the board without the necessity of the parent grievance process and hearing and this would save on attorney fees so I now ask for a second to this motion so we can proceed with discussion of the pros and cons and then move forward with a vote on the motion motion by m carich do have a second I'd also like to make a motion to propose a new Schoolboard policy requiring that any food products served or sold within the school district or at school sponsored events must be clearly labeled if they contain peanuts this policy aims to ensure the safety and well-being of students with peanut allergies and to help prevent allergic reactions within our schools I now ask for a second to my motion so that we can proceed with discussion of pros and cons and then move forward with a vote on the motion motion by Miss kich to we have a second um do we have any questions on the motion second read from Mr but I'd like to make a motion to um consider the policy revision for second read a motion by Miss weely do have a second I I'll second all in favor thank you up next our B project up good evening board um so we still have two major projects going on and the first one's at East Carter High School with the culinary lab um so that uh they're finishing up the electrical work there um getting ready to start hanging drywall and doing some um getting ready to hang a hood and do some exterior um air intake work for the hood so that project is coming along um they had some supply chain issue so it is a couple weeks behind but um will be done by the time that next school year starts so it's really not a problem it's a summer job anyway some of it is um the next major project is at West carart High School um there the band room is finally finished and inspection passed and has been turned over to the band there so there that is occupied um the new science Wing uh will soon have the power turned on um so they can start doing work there on the HVAC um getting those hooked up the new hood is hung in The Culinary Lab at West Carr um and the furniture for the new spaces have been ordered and should be here by the summertime for us to to be able to fill that building so any questions on bond projects I really like that culinary lab they're doing a going job really nice at all three of our high schools M I got to see the cafeteria in the band room at West last week and it was impressive it is it's going to be really nice when it's finished com yes so good evening um I'd like to take a moment to recognize several important observances this month honor honoring the dedication and impact of those who make a difference in our school community in April we celebrate National month of the military child which we read in Proclamation for earlier we also celebrate World autism month it is National School library month and occupational therapist and certified OT assistant month uh we appreciate the vital Ro roles these individuals play in enriching the lives of others next week we will recognize National assistant principles week as the month continues we look forward to showing our gratitude during the public school volunteer week starting on April 14th um to all those contribute their time expertise and support we extend their sincere appreciation for your valuable efforts I'd also like to thank and congratulate Dr Anna Brooks for leading us through a clean Federal audit with no findings or recommendations the schools that were audited were Atlantic Elementary Harker's Island Morehead Primary and Newport L um the staff there the principls and teachers did an excellent job in in helping us through this audit and so I'd like to congratulate them and I appreciate all they do daily to keep us in compliance with federal laws and regulations I'm sure everyone's looking forward to Easter and spring break which uh is the week of April 21st I'd like to wish everyone a Happy Easter and a safe and healthy break the next regular uh board meeting will be held here on Tuesday May 6th at 6 PM Mrs chair this concludes my remarks thank you do you have any I do I'd like to thank the teachers that came forward tonight and brought us some good data I do highly um value the input of our teachers and encourage that so thank you I also want to say I'm disappointed that I didn't get any support for these Pol policy suggestions um I think they're important to add for um the Integrity of our school and environment as we learned in our Schoolboard training you know board members can be held Li personally liable for our actions and decisions so I want to go onon the record saying I'm opposed to any materials in the schools that met the criteria that I had listed above okay with that um our
