Overview

This lecture covers the history, legal foundations, and components of the National Service Training Program (NSTP) in the Philippines, highlighting its purpose and significance for college students.

Legal Basis and Origins of NSTP

  • NSTP is mandated by Republic Act No. 9163, known as the National Service Training Program Act of 2001.
  • The law requires all college students to take NSTP as part of tertiary education.
  • The Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and Department of National Defense (DND) implement NSTP.
  • NSTP originated from Commonwealth Act No. 1 (National Defense Act) requiring male college students to undergo military training.
  • Presidential Decree No. 1706 (National Service Law) expanded national service to all citizens, introducing Civic Welfare Service (CWS), Law Enforcement Service (LES), and Military Service.
  • After the ouster of President Marcos, most national service requirements were suspended except military service (ROTC).
  • The death of Mark Wilson Chua in 2001, related to ROTC abuse, led to reforms and the establishment of NSTP.

Components and Purpose of NSTP

  • NSTP aims to enhance youth civic consciousness and defense readiness through service and patriotism.
  • The program targets youth to encourage their active contribution to national welfare.
