this time we stand to the flag of the United States of America and to the republic for which it stands One nation under God indivisible with liberty and justice for all Our dear heavenly father Lord again we just come to you thankful for the opportunities and freedoms we have in this country Lord that together um so pray that you'd be with us all the the folks that are here this morning Lord as they they bring different things to our attention Lord and different initiatives and so forth Lord to make our community better and just be with them and be with our decisions discussions and so forth and that we will apply wisdom and what not to to do what's best for our community Be with our men and women that are protecting our freedoms Lord here both at home Be with those that are ill Lord lost loved ones in our community These things we're asking you a motion to approve the minute for March 11 Motion back All in favor say I I Need a motion to approve the budget transfers Motion Motion by proclamation Motion by Scott second Whereas the profession of social work was established in the late 19th century to address economic and social justice issues And whereas the social work is a career calling that focuses on the well-being and structural dynamics of individuals families groups and communities And whereas social workers are dedicated to enhancing the lives of millions of Americans each day through advocacy and empowerment Whereas the 2025 social work month theme social work compassion plus action embodies that social workers meet the challenges every day to make our community a better place to live and work for all people Whereas social workers have the unique education training and experience to support individuals families and communities through complex interpersonal and interactive issues during times of personal and societal crisis Whereas social work is the largest group of providers in the United States working daily to help people achieve sustained wellness Whereas social workers believe that each person has dignity and worth and that there is no limit to human potential Whereas Carol County Kentucky is blessed with numerous social workers who employed by the cabinet for health and family services and the Carol County School District who are advocating for our children and families to allow them to live peaceful lives free from harm neglect and abuse Now therefore I James H Lloyd judge executive of Carol County Kentucky do hereby proclaim March 2025 as social work month in Carol County Kentucky and urge all citizens to recognize this month by showing their appreciation for the hard work and dedication of social workers that serve our community Need a motion to approve that proclamation Motion second All f say I Uh thank all you ladies You want to do the recognition now Let's read the secondation right there Okay Got proclamation for National Child Abuse Prevention Month Need a motion Have it read All in favor say I Okay Whereas from February 2024 through January 2025 there were 11,596 reports alleging dependency neglect and abuse of children in the northern bluegrass region that encompasses Carol County Kentucky And whereas child abuse and neglect is a serious problem affecting every segment of our community and finding solutions requires input and action from everyone Whereas our children are our most valuable resources and will shape the future of Carol County Kentucky Whereas child abuse can have long-term psychological emotional and physical effects that have lasting consequences for victims of abuse Whereas protective factors are conditions that reduce or eliminate risk and promote the social emotional and developmental well-being of children Whereas effective child abuse prevention activities succeed because of the partnerships created between child welfare professionals education health community and faith-based organizations businesses law enforcement agencies and families Whereas communities must make every effort to grow promote programs and activities that create strong and thriving children and families Whereas we acknowledge that we must work together as a community to increase awareness about child abuse and contribute to promote the social and emotional well-being of children and families in a safe stable and nurturing environment Whereas prevention remains the best defense for our children and families Now therefore I James David Wilhoy Judge Judge Executive of Carol County Kentucky do hereby proclaim April 2025 as National Child Abuse Prevention Week in Carol County Kentucky and urge all citizens to recognize this month by dedicating ourselves to the task of improving the quality of life for all children and families Make a motion to adopt that proclamation Say okay All right Thank you sir Welcome everyone Um we welcome you to recognize This is the first time I believe we've recognized social workers in this courtroom and in this county and for their hard work that they do And we don't leave out our school counselors either As the proclamation said it's going to take everybody in this room and outside this room to prevent child abuse of children in Carol County It's become a very real problem and it's one that these ladies notice I said ladies all ladies here with us today fight every day to combat So with that said I want to recognize them each individually Have a small gift for each of them Want to recognize some distinguished guest with us today Judge Casey Cheeseman She's family court 15th Judicial Circuit She knows all these ladies we've worked together for some time and her court administrator Jana Whitten who works tirelessly to be the lady behind the scenes to make everything happen in our court system So with that said working for the cabinet for health and family services if you want to come up call your name Yeah judge if you want A lot of people don't know this We share a cabinet office now with Owen County So and these ladies do a phenomenal job and they work hard to protect both counties Lisa Rogers our cabinet supervisor here Lisa and we'll get a picture of Sure I'm gonna try to figure out how far we get [Applause] back Emily Blackwell [Applause] Candace Rogers [Applause] Reagan [Applause] Naker Kristen [Applause] Cumins Elizabeth Strong [Applause] B with us are Elena Short and Bobby Kennedy And then as I said in the proclamation it takes a partnership and these ladies and myself and judge and court system We partner with the schools every day because they are the first line of defense for our children and they're the ones that often make reports of dependency neglect and abuse and recognize the the indicators that something's going on that just quite isn't right that needs to be looked into So we recognize our social workers and counselors from Carol County Schools Don Oak from the Carol County Child Lexi Dunn from Captain Primary [Applause] Tammy Welch from Carmel [Applause] Elementary Sheila Reynolds from Carol County Middle [Applause] School Randy McIntyre from Carol County Middle School [Applause] Kendall Jerger Carol County Middle School from Carol County High [Applause] School Today are Jennifer Blank from Carmemell Janine Presser from Carol County High School and Lisa Weven from Carol County High School Let's give them all one more round of applause [Applause] We want to kind of all scoot together ladies as you all are doing the honors Um part of the April campaign will be the pin wheel campaign You've seen them probably already in Miss Roberts's office of Highland So April is the official month Every school will be decorated with the blue pin wheels in honor of child abuse prevention month as well as the courthouse square So when you see those blue pin wheels just know that that's what we're we're honoring and celebrating and trying to commemorate at this point Judge you want to join us Okay Thank you very much Free to stay with us and listen to county business We won't look down Love you I got ahead of myself to make the announcement for the ladies left I put a flyer on the court hanging up in the hallway community during the month of April We worked with Miss Rogers and with the county judge and we are creating a resource pass for foster children from Carol County who are entering foster care From April we'll be collecting gently used or new suitcases Um these kids often come with nothing and they have to leave their homes with nothing So I was kind of tired of the idea from Campbell County They've been doing this campaign for some time suitcases and that way the kids have something to put their things in And then also as I said they often leave and the things that they have may not be good enough to take So we're collecting some essentials like underwear socks and pajamas to at least get them started if they have to in their foster homes So um you can drop off those items at any um Federal Bank Farmers Bank of Milton Carlton branch the two branches the First National Bank of Kentucky or my office will be collecting and that'll be on Facebook this afternoon Thanks Nick Okay moving on Um you have in your packet review for review your financial report for February Also now we've got an ordinance amending administrative code second reading Would you like to do that honor and need a motion to do that I'll make a motion second All in favor say I Now therefore be named report hereby adopts the attention organizational charges the organizational Carol County Kentucky governmental departments that are under the perview of the Carol County court All employees of the county elected officials for example county attorney Sheriff Carol clerk and Carol County jailer are governed according to the policies and directives of set elected officials All employees and officers request his report to adhere to the organizational charity lines of authority in their employment Make a employment second by all in favor say I All right Next on the agenda is Warfield Fire Department request for 24 Now this is just for a year 24 They didn't have their paperwork in and their bills and stuff in but they did turn them in here last week or so So motion to accept it Motion by Clay Second by Scott All in favor say I Oppos Um the next on the agenda is the ascendant energy savings contract we call it Um I need I think we need a little discussion on it I think men wants to have some discussion So yeah So I was just curious um and Matt you sorry guys on so where this is an energy grant we're looking at u so how much is the grant covering of this would you know I mean so it's not it's not really a grant uh so the the savings that you're getting from it is the improvements that we're putting into it uh they're estimating that it's going to be 54,000 savings about a year and then if we do the solar we get a credit back and that's going to be about I think if I got the number right 144,000 Now Stuart from Ascendant I do him have him ready to jump on a uh virtual meeting if they need to I can go grab my laptop and get them on but this isn't really a grant It's more of an energy savings contract So they're going to guarantee savings based off the improvements that they do So the improvements that they do with doors windows uh the building envelope those things they're going to guarantee the savings from that And that's where that's what there's that's what we're doing It's a savings on utilities essentially It's not really grant Oh yeah Okay Are there requirements though that we have to do things under that contract so those Yes there are going to be things that they say such as you you know you need to keep things at this level from what I understand Now um I can get Stuart on to discuss that a little bit more in depth Make sure they knew that and all the Yeah And all the occupants of our nice county buildings know that that thermostat has to be set It's got to be set We lose that contract Uh I don't think it's that we lose a contract because the energy is the same as no longer is guaranteed Right Yeah Um now again we do not have the uh the um full contract executed or anything of that nature I believe that what we're doing today is just giving ascendant the go ahead upon approval of the contract So so I need a motion to give made approval to approve the contract plan when presented and ready to go Attorney motion second Got all in favor say I motion carries Department head report Nancy subitted anything questions for Nancy continue to appreciate what you're doing out there continue to kind of incorporate some new activities and stuff going in the right direction Yeah and Nancy to let you know we're working on the other be problem right now that we'll get that working with somebody right there It's probably in that wall Um we had a representative here but he's working with our budget on 911 stuff and Mike over next door but talked to girl we basically don't have anything there other to report We did have a issue with a tire and stuff that we're working on and hopefully have that resolved here in the week somewhere But we do have radio contact and stuff now where it's working so it's just on a bandaid right now So just to give you a little update on that what's the estimate cost of that like style Yeah Do you want to give me give an update because I was going to do that during my section if you want to do you just so yeah so with regards to the radio project so so Mr Humphrey over here chief deputy and myself have been working on this project with the 91 board So um two Fridays ago made a presentation to the 911 board um as far as upgrade of the system the desire to get all emergency response entities and the county onto a common platform There's a lot of technical jargon with UHF and VHF digital analog and all that type of stuff but the desire is to get everybody on UHF digital and Simocast and P25 compatibility that whole thing that came out of 911 or 911 and all of that End of the day um the uh project's going to have five towers across the county um with the gear hanging on them Um new radios for some of the units Law enforcement has radios that'll just be simply upgraded But the bottom line is is the um the best way to execute this project is to do it all in one lump sum Get all the towers up get the gear on them get them ready to flipped on get all the road radios programmed and be able to flip the switch That makes it clean You don't get into this blended approach where you potentially have challenges with handoffs of information during the critical situation So with that again about a million and a half dollars the the board uh they made made a motion and that motion passed uh giving um David here who is the chair of that board uh permission to start seeking um funding for that So that project is moving forward and it can happen soon enough after the tower collapsed up on hill that that really jeopardize some of our emergency systems So um we'll be moving forward with that Um so I don't know Again Finn does that answer your question You got So again about a million half dollars but again some of that will be split We are looking at grant components with Matt here Um I think that'll cover you know 200 some thousand dollars because it only covers a limited amount of things But certainly will we will we be responsible for 100% of that though or as a city Well that's again they've got to work that out Well right now with the county part of it and the county radios with the EMS and stuff as soon as we can move on we're going to move on because we're putting everything else county resation So we're going to move on that Right now we're not even getting any dispatch or any of that come down on our phones like we normally have to respond probably somehow or another We're going to move forward with that and get it done Thanks Okay Solid waste PJ you got your report You got my report Um the only thing I wanted to say is on the conference that I went to in February um Whitney Long who is Dav went with us there Um I'm on the community budget panel with her also Um they had a project going on where they like give money out to different places in the community Um and I'm not sure if we have proof of these or not but I'm trying to get pathway stations at Kaiso Um the judge and I looked at some pictures and kind of agreed on kind of what we needed there Um also vape bands for the high school and middle school When I went to this conference I didn't realize how bad what was inside the vapes battery packs and whatever they have is is horrible It's basically a hazard hazardous waste Um so if anybody vapes just don't throw them in the trash can and it's really bad So I'm I'm trying to work with the schools to see if there's a a place if they get confiscated that they can just put them kind of like some place they're using a sharps container but they actually have fake bins that can be put up now Um and then we had also talked about maybe doing a poster contest for kindergarten we maybe fourth grade um with them maybe doing the prize part of it for first second third place and maybe later on down the line if whoever the winner was maybe put that on a t-shirt to kind of present like for recycling reduce and stuff like that Um what I don't have on the report we kind of go later um Nick and I have been talking about since we appointed the code enforcement board we're going to have a meeting with them on March 31st to be sworn in and talk to them just about what we're going to do the procedures and processes stuff like that It's a basic training session It will not be the first meeting We'll do a basic training session They'll pick when their meeting date is and then we'll work on processing by Yeah I'm doing the training on Monday I do have a question What um do they vote or how is it like whoever's going to be like the chair person They pick the chair They pick they pick their chair person You know one thing that the um since we are a small community that the court may want to consider when I was looking deeper statutes this week um it provides for the statute provides for us to have alternative members of the board So I mean if one of the board members has a conflict of interest they can always set out with at least two You can establish alternative board members So if there is a conflict of interest or something from one of the board members the alternative member could come in and sit or if they're just going to be absent for a meeting or something the alternative member could come in and sit and you maintain a form of three at that point in time I just I think it it might be better practice and more eyes on the situation might be we might look at that down the road I know it's hard to see three but you basically have two atlarge alternative Ubers So they can be at large They can be at large Okay I saw that little provision in the statute Well that honestly once it all made sense Okay All right I do have one quick request I guess Um because today I've got my truck loaded with recyclers in the house and we take down the thing We talked about this I think we've got three dumpsters in I think PMC still pays for those right Is there any way we could get a Ford Because it's always the last couple days they're full and overflowing and I don't know I don't know what they cost I don't know You can just I know again I just know that they get full and overflowing I suppose they're just recycles and they're not trans Well yeah I I know that's that's a whole another conversation Yeah Yeah Thank you Okay Animal shelter director Teresa you have my report huh You have my report Okay Nothing different Nope We're full Okay Um senior center director Frances Yeah you guys got my uh calendar The only thing different in April starting silver sneakers that can't pass off That's going to be covered by the ad district They're going to pay that instructor So uh we're going to start off just one day a week but when the new year starts we're hoping to do it two days New year Medicare program so they have to make sure they get their qualification through Medicare Yes we already have 10 qualified No I'm just saying if somebody wants to do it they need to make sure they sign up for it through Medicare and then have their proof that they're right U just to bring you up a little bit on what's going on and working with dad district right now on a different a newer van a new van and or newer van for for the seniors the other oldest van is not the best of shape so right now I'm working with dad to try to get that taken care of so thank you very Thursday And I just want to say thank you for everything that you guys have done for the senior center So I mean the place is looking really good Rick's done a lot of work over there I think it's really easy to support them because you guys run a good ship over there So I mean just keep it up I mean great relationship So you did a great job So that support All right Um thank you Francis Road Supervisor Gino Anything different on your report I know you've been out looking at the roads and giving me a list of roads and stuff And I know we've had some cover issues I hope that all that stuff's taken care of now and whatever So we did I think I brought this up the last meeting though was the the break down there in the creek that's all taken care of now So taken care of now Yeah And his report Uh just want to make a a note here or comment that Scott's Miracle is put a lot of in April I think it's going to be whatever playground they're going to do donate bumps of mulch and stuff on the playground in the parks area So that's in April wasn't it Yeah April April It's actually for the um cornhole cornhole Yeah they don't they actually don't we have double screen for the uh right playground and they don't make that They just have the so so they are donating So you gave us quite a package here of stuff I mean are you seeking approval on some of this That's what's in Yeah that's it's going to be that's in the chamber there Uh a lot of that stuff is upgraded to the pool as far as those those chairs and that type of deal Uh one the strap cars we have there now they're all dry rotted and uh they need some PLC but the only PLC they need So the lighting project for multiple parking lots that's all just for budgetary Okay Can I make a quick comment really quick Um on pickle ball indoor pickle ball which is a parks and rec sanction activity we finished up last night Um we started November 18th Um so I appreciate the support of JP last year but we had typically about 11 12 people size Last night we had 16 20 some different people participated So it ended up being close to 200 people that participated or not So a lot of fun We had two courts set up and paid $3 ahead People didn't complain about that and it was really good activity So I appreciate the support JP There's already been somebody at the office today that thank you very much for that Okay Any other comments Master Okay Director of Government Service Matt Uh y'all should have my report I don't really have anything else to add in that unless you have any questions Um but obviously we got a few projects we're working on There's a few grants that I'm looking at And then we've got a few uh exciting business opportunities So that's pretty much my report there Any questions from Matt Okay Jaylor's not here and the corner is not here One of them called me today So down to judg's comment U we are county We've heard another m emergency manager and EMS director which is Mike Redliff He's to do a good job for the community and if you all need anything have any questions please welcome to uh ask anything or do whatever I'll try to help everybody as much as I can And uh I know you all are going to be having a meeting I just I just found out 911 today and about the tower and stuff Y'all don't care I like to sit in on that just kind of see what's going on So um appreciate everything and get an opportunity Okay Um the other things on judge's comment right now is the next meeting is a date change for to April 15th instead of Yeah Um so our first fiscal meeting in April will be April 15th Okay Uh I really don't have any any other comments this time County attorney comment Can we solidify the 21st for a work session Well we can bring that up I can do that April doesn't matter ma'am 8:30 Okay April 21st at the work session with the court Yeah Good with everybody Okay at 8:30 So we just What's the drop dead on the We got to advertise that right Thursday before they need to have it so we can set it up right Yeah We just notify them They don't have to be ran in the paper or anything right Right Have your agenda by Thursday afternoon So that way you got 24 hours So who's going to communicate that we got that We got three things on the agenda right now just said the email So Kaylee I'll send you that Okay now comments comments I don't have a whole lot I'm just glad the weather's finally cold and wet out weather yet but I appreciate all kind Yeah Um um some people's probably asking why on that energy saving contract why I voted no on that And I just want to kind of give a little breakdown of why Um the solar panels are we're going to put phase one is to install solar panels at the roof department emergency manage services is $445,000 Um item four LED lighting improvements uh countywide 105 rough These are all estimates too Building improvements in foam insulation doors of 130,000 I'm against 130,000 or $235,000 for the water savings at the jail Um I am for the clock tower window of 1.5 million windows and door improvements of $750,000 Um and I'm against the HVA system replacement in the courthouse because it was replaced in 2013 There's a leak There's a problem um that needs to be detected before you just replace something You don't fix the broke in my personal opinion Um let's see here the uh Kaisop things that need to happen there We have line items in the budget for these improvements Um roof replacements and solar panels for the detention center I was against that Now the water for the water savings at the detention centers and the roof replacements The reason I was against that and the solar panels is is because we spent $9,000 on a feasibility study to um come up with a plan to do with the jail We don't know what direction we're going to do with the jail yet The jail is currently losing 1.6 million every year that it stays in operation So we need to and this is not a girl problem and this didn't happen yesterday So I'm not pointing no fingers at this court by no means but we have to come up with a problem to close that gap that this is a statewide problem But u and we need to try to get our operations cost down whether that's raise rates whatever it is in the future Um and the another reason why I voted against it is is because we got another this whole project we're estimating $4 million it's going to cost Okay We just had um the uh tire for the MS and fire all that fall We're looking at $1.5 million So we got to come up with um $1.5 million plus this $4 million to do this This is a lot at once to consume And these ain't problems that happened overnight But I'm just saying is is there's about a million dollars on this uh savings thing that I disagree with It's all uh Yeah I appreciate Benji's comments and so forth Don't disagree Some of the stuff on the jail and those things will happen I think some of the stuff at the detention center potentially proposed I mean roof replacement that's got to be done regardless But their comments but I think in my mind we are starting to move forward Um we doing financing bonds which again it's like a business to grow you got to borrow money and and the county you know that these are some of the things that when we increase O tax and stuff that first balance the budget and then move forward this is some of the things that we said we spend time on so in my mind it is it is needed support um yeah I really don't have anything else appreciate again road part and everything you guys are doing with storms and everything I guess do you know if you can stick around for a few minutes because I want to look at calendars and stuff so we can go drive district three roads like we've done a last few years and compare notes and stuff and getting into the budget stuff and I guess I'm just kind of curious judge how the budgeting process is going and what our involvement will be this year I don't know you know last year unfortunately you were out on medical considerations and I didn't get some on that So after this next week after this week and then next week we'll be sitting down and I going over everything I know we're trying to look at maybe some stuff for the road department steer which might help us out road department and everybody has been told to put in their need list want list and stuff so we can kind of go over it and get the money budgeted and then we'll present it to official report and go from there Any other comments We have nothing for executive session Any other comments I have a question for you Um with J they is there something else we need to do to do it in local or is what is there done where I can take care of some stuff in the city I think you're good to go ahead Good to go ahead If I see something different
