Overview of OSH Programming

  • OSH Programming: Focuses on the Construction Safety and Health Program (CSHP)
  • CSHP: Guide for the implementation of occupational safety and health at construction sites
  • Course Objectives:
    • Define the CSHP

Definition of CSHP

  • CSHP: A set of detailed policies for processes and practices at a specific construction site in accordance with OSH standards
  • Includes:
    • Personnel responsible
    • Penalties for legal violations
    • Requirement of CSHP when applying for a building permit according to DPWH and Building Code of the Philippines

Types of CSHP

  1. Simple CSHP
    • For small projects (e.g., residential, two-story buildings, minor repairs)
  2. Comprehensive CSHP
    • For projects with a budget of 3 million and above

Legal Basis

  • Department Orders:
    • DO 13, Section 5: Every construction project must have an appropriate CSHP
    • DO-198-18, Section 12: For the Occupational Safety and Health Program
  • National Building Code: DOLE-approved CSHP required when applying for a building permit
  • DILG Memo: Tighten the requirement for obtaining a DOLE-approved CSHP
  • Department Administrative Order 152-2011: Decentralizing evaluation of CSHP to Dole Regional Offices

Elements of CSHP

  1. Project Description
    • Name and location of the project, type, owner, contractor, number of workers, start date, and activities
  2. Company Safety Policy
    • Statement of commitment to OSH requirements
    • Composition of safety and health committee
    • On-site safety and health promotion and information dissemination
  3. Accident Investigation/Reporting
  4. Environmental Control and Personal Protective Equipment
  5. Transportation Facilities and Fire Protection
  6. Workers' Welfare Facilities
  7. Monitoring and Evaluation
    • DOLE-approved CSHP is the first thing labor inspectors look for

Summary
