BUPERS Instruction 1080.54B Overview

Purpose

  • Establish policy and procedures for the Enlisted Distribution and Verification Process (EDVP).
  • Inform the fleet about processes needed to manage enlisted personnel and billet alignments.
  • Update access to the MyNavy Assignment application and point of contact for special pay errors to MyNavy Career Center.

Cancellation

  • Supersedes BUPERSINST 1080.54A.

Applicability

  • Relevant to all activities with Navy personnel assigned.

  • EDVP is the Navy's enlisted management process involving:
    • Type commander (TYCOM)
    • Immediate superior in command (ISIC)
    • Fleet readiness integrators (FRI)
    • Manning control authority (MCA)
    • Navy Personnel Command (NAVPERSCOM), Enlisted Placement Management Branch (PERS-4013)
    • Aligns enlisted Sailors to billet-level requirements.

MyNavy Assignment (MNA) System

  • Reflects current and prospective Sailor personnel details, career history, and billet data.
  • Acts as an authoritative source via the ADE.
  • PERS-4013 reviews alignments periodically and ensures accurate requisitions.

Alignment Guidelines

  • Alignments should reflect Sailor's rating, pay grade, and NEC inventory.
  • Alignments based on:
    • Same rate and pay grade
    • Same rate and pay band
    • Lower pay band
    • NEC requirements or exceptions handled case-by-case.

Responsibilities

  • Activity Manning Manager (AMM) and Activity Manning Support (AMS):
    • Act as liaisons between the activity and PERS-4013.
    • AMM has unlimited access to personnel information; AMS has limited access.
    • Only CO, XO, CMC, or designated AMM can submit manning inquiries or alignment changes.

Processes

  • Sailor-to-Billet Alignments:
    • Sailors aligned to billets representing their rate, pay grade, NEC inventory.
    • Billet identification linked with personnel identifier provided to ADE.
  • Manpower Changes:
    • Rating, pay grade, NEC changes processed weekly.
    • Changes impact manpower requirements and may require realignment.
  • Status Changes:
    • NEC awards or removals may necessitate realignment.
    • NEC training included in orders where possible.

Reviews and Validation

  • Periodic AMM Reviews:
    • Ensure alignment reflects Sailor's rating, pay grade, NEC.
    • Review funded billet alignment.
    • Address data change flags.
  • Weekly AMM Reviews:
    • Monitor billet changes, validate orders, and transactions.
    • Address discrepancies with command's PC or applicable TYCOM.
  • Bi-Monthly AMM Reviews:
    • Report manning shortages, review alignments, PRDs.
    • Address DNEC assignments and validate command contact information.

Access Requests

  • Based on user's positional authority with instructions and forms available online.

Records Management

  • Maintain records per standard subject identification codes.
  • Contact local records manager for questions.

Review and Effective Date

  • Instruction reviewed annually to ensure currency and applicability.
  • Effective for 10 years unless revised or cancelled.
