commonly known as the risallo republic act number 1425 commonly known as the rizallo was authored by senator claro emrechto and it was signed into allah by president ramon magsaysay on june 12 1956. independence day also according to the late senator joseph laurel who sponsored the risallo since rizal was the founder of filipino nationality and the architect of filipino nation there is a need to know and imbibe the great ideals and principles for which he died moreover laurel believed that by reading and studying results life teachings and writings filipino youth will be able to gain
