It creates a standardized process for agencies to announce their needs before, during, and after the procurement. These four sections of FAR part 5 form the core rules on what, where, and how contract related information must be shared. We'll go through each and show you how the contractor can benefit. All federal opportunities over 25,000 must be publicized on SAM.gov. This section ensures the government post timely, accurate information that helps you make informed decisions on whether to pursue an opportunity. A synopsis or a proposed action serves as a heads up for industry. It usually includes the scope, type of contract, place of performance, and indicates set aside. Some may even allow comments or capability statements before the final solicitation is published. A typical synopsis looks like this. You'll see details like the solicitation number, contracting office, response instructions, and scope. Bookmark SAM.gov of and monitor daily if you're serious about pipeline building. After a contract is awarded, the government must publish who won and how much it was for. These posts help you research competitors, team intelligently, and understand price trends. Smart contractors use award notices for intelligence. Who's winning, for how much? What agencies favor set aides, this data can drive your capture strategy and teaming decisions. This section ensures that while information must be shared, sensitive or source selection material is protected, the government must comply with FOYA, but also safeguard acquisition strategy and proprietary data. SAM.gov is your primary tool for opportunity tracking. Customize searches by agency, Nyx code, PCS code, or date. You can even save your searches or get daily email alerts. There are exceptions to posting in urgent national security or social scenarios. Synopsises may be skipped, but even those require documentation and justification under FAR part six. FAR part five requires clear indication of set aides. This helps small business quickly identify if an opportunity is reserved for their category and align resources accordingly. This regulation exists for your benefit. It gives all qualified contractors, large and small, a fair shot. Use it to watch the market, preposition with agencies, and increase your win rate.
