But let me discuss in detail all of these pillars of traffic management. The first one is traffic engineering.

That's it, that's traffic engineering. We used engineering in traffic management for safety, not only safety but of course for convenience, transportation. That's traffic engineering. So not only specific to the police function, because even we, civilians, we can arrest individuals when they are violating penal laws. The so-called citizen arrest. So even us, we can arrest a traffic violator.
But, it's a bit proper if the traffic law enforcers are the ones who are arresting. We can only do arrest if the traffic law is violated, it's a criminal in nature. So, if this is not a criminal, if it's just a fine, we can issue traffic citation.
Usually, The one who issued the traffic citation is the LTO The other ones are okay, the PNP But there's a thing called, there's an assignment there Not because you are a police officer then you can issue a traffic citation So there's an assignment there But usually, the LTO officers are the ones who issue the traffic citation Alright? And of course, providing warning It gives a warning to the drivers who are driving. It's in traffic enforcement.
So, traffic enforcement, its concern is to implement traffic laws. That's it. The fourth pillar is traffic environment.
It concerns with the environment. We protect our environment against the negative effects of traffic. Potentially disastrous population explosion, air pollution, crowding and transport congestion, environmental effects of transportation.
so that is the concern of traffic environment to protect the our environment against the negative effect of transportation. A good example is the air pollution. Okay?

And of course, we have measures to solve the air pollution, the negative effects of traffic to our environment. okay traffic environment lastly is traffic economy it concern on the the benefits and adverse effect adverse that is the negative effect of traffic to our economy okay so a good example is that The convenience, the convenience transportation. So, the benefits are easier, we can go to our destination faster and it's less hassle.
That's the advantage of the traffic, the means of transportation nowadays. So that's the benefits, okay? And of course, the adverse effect of traffic to our economy. A good example is the traffic congestion.
Did you know that before the pandemic began is that in Manila particularly, a million pesos lost because of traffic congestion. Million of pesos every day. Okay, can you imagine that?
Million of pesos everyday is lost in our country because of the traffic congestion. That's why part of the traffic economy is to study how to solve the negative, adverse effect of traffic in our economy. Another example is the price of gasoline.
