Judiciary-wide organizational review and restructuring.
System-wide process mapping.
Public Service Continuity Plan.
Use of experience-based and data-driven performance metrics and evaluation system.
Campaign for ethical responsibility.
Organizational review and process mapping of the Judicial Integrity Board.
Establishment of mental health units.
Institutionalization of a socialized health insurance plan.
Free or subsidized mandatory physical and mental health examinations for court employees.
2. Innovation
Goal: Modernize court processes and operations through technology.
Proposed Activities:
Utilize artificial intelligence for legal research and court operations.
Develop and deploy the upgraded eCourt system.
Formulate the Judiciary Enterprise ICT governance framework.
Create a 5-year ICT strategic plan and Judiciary MIS operations manual.
Develop network infrastructure for the Judiciary.
Establish a Philippine Judiciary online learning platform (administered by the Philippine Judicial Academy).
Revise the rules of court.
3. Access
Goal: Enhance public access to information and legal services.
Proposed Activities:
Development of intelligent platforms for self-help legal services.
Continued institutionalization of the clinical legal education program in law schools.
Strengthening of the IBP legal aid program.
Conduct workshops on gender sensitivity and inclusivity.
Review and apply guidelines for gender fair language in the Judiciary.
Issuance of guidelines for victim-sensitive courts.
Institutional review and assessment of the Sharia justice system.
Review of the Sharia rules of court.
