NSTP and Its Components

- All incoming freshmen (SY 2002-2003 onward) in qualifying programs must complete one NSTP component.
- State universities/colleges must offer ROTC and at least one other NSTP component.
- Certain academies (e.g., PMA, PNPA) are exempted.
- Programs last two semesters (3 units/semester or ~90 hours training per semester); a summer program is possible.
- Clustering and cross-enrollment are options for schools with few students or lacking certain NSTP components.
Monitoring, Evaluation, and Organization
- Schools are responsible for academic/admin supervision over NSTP; DND co-supervises ROTC.
- CHED, TESDA, DND, and AFP monitor and evaluate NSTP implementation, including periodic and annual reporting.
- Violations by schools/NGOs may result in warnings or sanctions.
- LTS and CWTS graduates join the National Service Reserve Corps (NSRC); ROTC graduates become part of the Citizen Armed Force.
Fees, Incentives, Insurance
- No extra NSTP fees except for basic tuition not over 50% of regular academic fees.
- Incentives may be provided for ROTC students; insurance coverage is mandatory for all NSTP students.
Certificates, Amendments, and Effectivity
- Successful students receive a certificate of completion with a serial number.
- Regulations may be amended as necessary; rules take effect 15 days after publication.
