Scope and Applicability

  • Applies to budget submitting office 18 activities not transitioned to the Defense Health Agency.

Authority

  • Medical Inspector General (MEDIG) conducts inspections on behalf of Chief, BUMED.
  • Based on SECNAVINST 5040.3B and 5430.57H.

Background

  • MEDIG conducts inspections of Navy Medicine (NAVMED) and reports results.
  • Collaborates with Naval Inspector General and other entities as needed.

Objectives

  • Evaluate effectiveness, efficiency, climate, and compliance through command inspections.
  • Key Focus Areas:
    • Guidance for program compliance and mission readiness.
    • Identify issues affecting readiness and mission support.
    • Highlight barriers to personnel skill acquisition and maintenance.
    • Disseminate notable practices and lessons learned.

Inspection Process

  1. Cycle:
    • Conducted every 1 to 4 years, as directed by Chief, BUMED.
    • Considers local, regional, and global factors.
  2. Integration:
    • Uses data from multiple sources including surveys and interviews.
    • Incorporates input from various Navy data systems and on-site reviews.
  3. Program List:
    • Available on BUMED website.
    • Self-assessments via checklists accessible online.
  4. Compliance Categories:
    • Fully Compliant: No further action required.
    • Non-Compliant: Requires improvement (RFI) or supplemental findings (SF) addressed through ISRs.
    • Enhancement Opportunities: Optional recommendations for improvement.

Reporting

  • Final Inspection Report (FIR): Documents findings and requirements for compliance.
  • Implementation Status Report (ISR): Periodic reporting until compliance is achieved.
  • Reports are internal, not for external release without permission.

Responsibilities

  1. MEDIG:
    • Publishes inspection findings and provides updates to Chief, BUMED.
    • Coordinates with echelon staff as needed.
  2. Echelon 3 Commanders:
    • Ensure program compliance and conduct assist visits.
  3. Echelon 4 and 5 Commanders:
    • Designate points of contact for inspection readiness and corrective action management.

Records Management

  • Follow Navy records disposition schedules.
  • Contact local records manager for guidance.

Review and Effective Date

  • Reviewed annually to ensure relevance and consistency.
  • Effective for 10 years unless revised.

  • Forms available online for order and download.
  • Some reports exempt from control as per SECNAV guidelines.
