1.04 Competence

A. Limits of Competence

  • Social workers should only provide services within their education, training, license, certification, consultation, supervised experience, or other relevant professional experience.
  • If not competent, should refer the client to someone who is.
  • Example: Referring out clients with eating disorders if not experienced in this area.

B. Learning New Techniques

  • Social workers should engage in appropriate study, training, consultation, and supervision before using new intervention techniques.
  • Ensure proper training through accredited programs and professional supervision.

C. Emerging Areas of Practice

  • Use careful judgment and take responsible steps (education, research, training, etc.) to ensure competence in emerging practice areas.
  • Avoid providing half-knowledgeable services.

D. Use of Technology

  • Ensure competence in providing services via technology.
  • Understand communication challenges and implement strategies to address them.
  • Inform clients about potential risks (e.g., hacking, power outage).

E. Legal Compliance

  • Comply with laws governing technology and Social Work practice in the jurisdiction where they are regulated and the client's location.
  • Example: Telehealth services should only be provided within states where licensed.

1.05 Cultural Competence

A. Understanding and Recognizing Culture

  • Demonstrate understanding of culture and its function in human behavior and society.
  • Recognize strengths in all cultures.
  • Educate oneself about the client's culture prior to providing services.

B. Knowledge to Guide Practice

  • Demonstrate knowledge and skills in providing culturally informed services.
  • Take action against oppression, racism, discrimination, and inequities.
  • Acknowledge personal privilege and be self-aware of biases.

C. Cultural Humility

  • Engage in critical self-reflection and self-correction.
  • Recognize clients as experts of their own culture.
  • Commit to lifelong learning and hold institutions accountable for cultural humility.

D. Education on Diversity and Oppression

  • Obtain education on social diversity and oppression concerning various identities (race, ethnicity, sex, sexual orientation, etc.).
  • Commit to ongoing learning to expand understanding.

E. Use of Technology and Cultural/Socioeconomic Differences

  • Be aware of cultural and socioeconomic differences in clients' use and access to technology.
  • Aim to prevent potential barriers and address issues impacting service delivery.
