It is an isolated prison in southern Norway. A high security prison. Men who killed or raped many drug traffickers are also being held here. Yet there is no bar. And at coffee time, the atmosphere is rather relaxed. The resident is from Kosovo, serving an 11-year sentence. I, as a foreigner that I was here, I was I learned Norwegian. I am at school. Every day of the week, the ABI goes to carpentry class. He will be one of the first graduates from the prison next May after three years of training with his young teacher. Yes. Yes, it looks good. If you don't work or behave badly, you can be kicked out of the workshop. So if you want to stay, you have to do what you're asked and be a good boy. Like life. Yes, we do what we have to do. Not all prisoners are model inmates. One in ten refuses all activity but still benefits from the infrastructure. Latest fashion. This is an ordinary cell. All the cells are like this here. A private space, a television and an individual shower. [Music] We don't think here that a personal bathroom is that special. It's just normal. In Norway, we shower every day. So prisoners should be able to do it too. For 250 inmates, there are 290 guards who take turns. None of them are armed. We don't need it. Really, you don't need to feel protected sometimes. We talk to them, we use language to communicate with the inmates. One in two supervisors is a woman. Today, Soine is preparing a short-term release for the young man who served 10 years in prison after a violent act. Either is my reference here. She takes care of me. We see each other when I'm not feeling well, when I'm angry. This is the person I have to talk to about everything I do here. Is he progressing? We see the change, we see it and especially by I had Noridine before in a program to control stress and yes, I was able to see the result. Limit the confinement of prisoners as much as possible and keep them occupied with numerous activities. All this is aimed at controlling violence. The prison has only had two fights since it opened. [Music] The warden says he wants to turn the convicts into good neighbors when they leave these walls. The punishment is that they are deprived of their freedom, but we do not think that we should take revenge on them. We want to rebuild them. [Music] Every prisoner in Norway will one day return to society. Norway has a recidivism rate of 25% two years after release. It is one of the lowest in the world, twice as low as in France. So Emmanuel, why is it that what is done in Norway is not possible here? So, there is probably first of all a cultural difference in the Scandinavian countries. It is believed that a criminal is first and foremost a kind of sick person who needs to be helped. The second difference is the level of delinquency. In Norway, there are only 75 prisoners per 100,000 inhabitants. In France, there are 103. That's a lot more. And then the last difference is money. In Norway, €389 is spent per day per inmate in a maximum security prison. In France, we are happy with €120. It's three times less.
