hi my name is Mary Pearl ruti I am a special education teacher in the division of oami city today I am going to discuss about the history of sped in the [Music] Philippines the history of special education in the Philippines began in 1902 when Fred Atkinson proposed educating deaf and blind children in schools Fred Atkinson was the general superintendent of Education in the Philippines during that time in 1908 David Barrow invited Delight rice to come to Philippines to establish the Manila in Institute for the deaf and dumb now called Philippine School for the Deaf in pasai City Delight rise is the daughter of two hearing impaired parents in 1936 Maria vilia Francisco was appointed as The First Filipino principal of the school for the deaf and blind or SB then there was the establishment of the first Schools starting in year 1927 the government established the welfare Ville Children's Village a school for people with mental retardation in Mandaluyong in 1945 the national Orthopedic Hospital School for the crippled Children and Youth is established in 1949 Ken City Science High School was inaugurated for gifted students in 1953 the El gaches Village was established in Alabang to take care of the abandoned and orphan Children and Youth with physical and mental handicaps in year 1956 special classes for the deaf in regular class were implemented a year after that the Bureau of public schools of the Department of Education and culture created a special education section of the special subjects and service education in 1960 some private college and universities started to offer special education courses on graduate school [Music] curriculum in year 1963 with the approval of Republic act number 3562 the training of DEC teachers call colors for blind children started at the Philippine Normal University in 1965 marked the start of training programs for school administrators on the supervision of special classes held at up in 1969 classes for socially Mal adjusted children were organized at the Manila youth Reception Center a year after training of teacher for children with behavior problems started at the University of the Philippines then 3 years after that the Juvenile and domestic relations court of Manila established that thean special school for the socially Mal adusted Children and Youth in 1975 the division of Manila city schools implemented the silahis concept of special education in public elementary schools in 1979 the Bureau of Elementary education special education unit conducted a 2-year Nationwide survey if unidentified exceptional children who were in school the school for the people children at the southern Island Hospital in CBU city was organized in 1980 then the Philippine Institute for the death an oral school for children with Y impairment was established in 1990 in 1992 the summer training for Teacher Al the visually impaired started at the Philippine Normal University it continued in 1993 where Dex
