Overview of Simplified Acquisition Procedures

Welcome to Gov Success. In this training, we'll unpack FAR part 13, simplified acquisition procedures, also known as SAP. This section is critical for small businesses and newcomers because it streamlines federal buying and opens up more accessible contracting paths. FAR part 13 simplifies the government purchasing process, especially for procurements under specific dollar thresholds. It aims to reduce paperwork, speed up awards, and provide more access to small and disadvantaged businesses. FAR part 13 is split into four key areas. Each governs different dollar amounts and procedures from micro purchases under 10,000 to simplified actions up to 250,000 or even higher in some cases. The general policy of 13.1 is to use SAP whenever possible. The government can solicit oral quotes, limit competition, and move much faster than under formal FAR part 14 or 15 procedures. Micro purchases are the easiest entry point for new vendors. If the total value is under 10,000, the purchase can be made directly using a government credit card. No competition, no SAM registration required in some cases. If you want to win micro purchases, don't wait for RFPs. Reach out to purchase card holders, be listed in small business directories, and offer fast turnaround, reliable products or services under 10,000. For purchases above the micro purchase threshold, but under the simplified acquisition threshold, typically 250,000, agencies use streamline competitive methods. Quotes may be collected via email, phone, or for past vendors. By default, SAP buys are small business set aides. Unless the government can find two small firms capable of quoting, they're required to buy small. This is why capability statements and response readiness matters. The fast payment procedure lets contractors get paid more quickly without waiting for formal government acceptance. It's mainly used for low-risk supplybased contracts under 35,000. FAR 13 is an opportunity accelerator. Low barriers, faster buying cycles, and small business prioritization make it ideal for scaling federal sales, especially for new market entrance. Don't treat simplified acquisitions like a fullblown RFP. Many awards are made via email. If you're waiting for a SAM.gov post, you'll be too late. Engage early and know your agency buyers. To succeed under FAR13, make yourself visible and relevant. Register in SAM. Build rapport with small business specialists and deliver capability statements that show you're ready for fast turnaround and low risk awards. FAR 13 is where small businesses shine.
