SCDF Emergency Response Planning

okay before i touch on laboratory fires chemical spills and biospheres there is one thing that i need to tell all of you when an accident happened you need help from scdf right singapore civil defense force so normally when things go wrong you will call 995 correct now scdf has a saying you help me i help you you call for us we will come we will come and fight the fire for you but on your part company i need you to be prepared for emergencies this is what the scdf called the emergency response plan in this particular video i will touch on the emergency response plan that the scdf would require all the companies to put in place as well as the emergency response team which comprised of employees in the company they have to deal with an emergency so this particular document the scdf requires every single company to prepare is called a emergency response plan it is a document that you need to submit to scdf if you do not do that you may be fined by scdf for not being prepared for emergencies so in this particular document that you need to prepare it will state very clearly the various measures and the actions that the company should take in the event of an emergency whether it's a fire whether it's a chemical spill or biosphere etc because at the end okay you need to do some first aid to the fire or to the chemical spill before scdf comes so scdm people they will come and fight the fire or in the case of a chemical spill or a biosphere they may call their hazmat team hazardous materials team that specialize in chemical hazards or biological hazards they will come and help you when you have an emergency at your workplace so we need the employees to start to do something while scdf come they take some time to come so as to minimize the injury to the people over at the site where the accident or emergency happen and also to minimize the damage that's caused to the facility or to the premise so that is what erp and ert is about now in this particular document the scdf will require all the companies to think through very carefully okay what they should do and what they should have in place at their premise okay so this is a format of a report that you need to submit to scdf so it has about six chapters i use the word chapter because this erp is not a five page ten page document it's usually a fifty to a hundred page document that you submit to scdf now what is inside this particular erp emergency response plan number one is information the first chapter is information about your premise where are you located okay what is your address okay of your premise and more importantly who are your neighbors because in the event of an emergency people that can help you and people whom you should notify are your neighbors okay so who are your neighbors so premise information you need to state it there so when it come when the time comes you just need to take out this erp document and you flip you have a contact number of your neighbor you can tell them that your factory is on fire so they know what to do okay so some very important information there chapter one okay address and your neighbor information chapter number two you need to state what type of operation is being carried out at this particular location are you a chemical manufacturing plant or are you a diagnostic laboratory or are you a food processing plant or a central kitchen okay what type of activities is being conducted at your premise and when you mention about the type of operations you have at your company you need to specifically highlight the hazards that is special or unique to your premise compared to a typical office setting okay so we know office is very typical but what special hazards or what unique hazard do you have please take note of them and what are the safety control systems you have in place what measures you have in place so depends on the different type of hazards that is found in the company they may have some safety systems in place okay to mitigate this particular hazard so all these are mentioned in chapter number two on the area of operation again it is for the company to think through and state it out very clearly so that everybody is aware and scdf is aware okay because they have this document when you submit to them okay now so that's chapter one and two very simple now chapter three of this particular document is the most lengthy chapter because in comprised of a few parts okay so basically the meat of this document is in chapter number three that is emergency actions to be taken so what are going to do okay so this particular document is for everybody to read your employees to read so that they are familiar with the procedures so if you write it out in a document it is a company protocol to follow so uh for emergency we classify that into three phases or rather four phases okay phase one okay you will state down very clearly the procedures to notify the relevant authorities the scdf police and other agencies such as nea if you have spillage of chemicals into the drains you need to tell national environment agency etc all these contact information is there procedure is there who to call and contact the government agencies are there also okay and also the neighboring companies who are you going to call okay which person is it the ceo of your neighbor company etc so all this is phase one okay basically it's communication okay procedures for communication now phase two is split into two 2a is about emergency evacuation how are you going to evacuate if a certain emergency happened be fire or non-fire related so in this particular section i would expect to see many many floor plans indicating the direction to escape now when you are in school next time i want you to pay attention when you enter a classroom you will see a floor plan indicating the escape route check whether you can find it right because every room should have one at least in cls we have right so that is your emergency evacuation how to run etc so all these are evacuation information very important that's 2a right and phase 2b will be all the emergency actions that should be taken to mitigate or contain the emergency for example fire fighting fire extinguisher okay first aid etc all these are procedures that you have in place to fight a fire what you should do when there's a fire or when there's a chemical spill what are you going to do okay so 2a is about run 2b is about contain and manage the emergency so two things can happen at the same time now there's a reason why we split into 2a and 2b so later you will know why okay because two different groups of people are handling these two one group is handling two a and one grade is handling 2b and phase 3 is about aftermath after the emergency has happened what you're going to do so that involves the cleaning up the decontamination and the procedures that you take to resume normal operation so this is an entire set of procedures it can be text it can be flow charts for the company employees to read to follow to refer when there's an emergency of course i believe when the emergency comes you may not have you may not have time to read but i think it's good to read during peace time so that everyone is prepared for them chapter number four is on service support basically that will provide very valuable information on your fire detection system okay are the sensors that you have where are they located in the ceiling and also your fire extinguish systems be fire extinguisher or if you have sprinkler system that can be activated in the event of a fire okay that will be considered service support where are they located again there will be floor plans and again there will be information about these systems in place and also all safety and first aid related equipment is also stated in chapter number four so first aid box location and when it comes to safety equipment i'm talking about your safety shower your safety emergency eye wash that you have in your labor tree okay etc all safety related equipment that you have uh at your workplace or in the laboratory will go under chapter number four okay chapter number five is command and signal so basically this section will tell you who is in charge and uh who take care of which part of this emergency management okay so that i will cover that later okay in a subsequent slice and the last chapter is on review and maintenance and of course continuous improvement so how often should you review this procedures how often you should maintain all your equipment etc so all these six chapters will combine and become one erp emergency response plan usually if you join a company and if you are in a safety committee you definitely have to know this by heart because when the time comes you will be called upon to handle this particular emergency that happens be fire or spillage okay at your premise
