EMAT Ordering System: Program Requisition

Introduction

  • Topic: How to use a program requisition to order state-adopted materials in the EMAT system

Prerequisites

  1. EMAT Ordering Access: Obtain through TEAL system.
  2. Submit Forms: Allotment and TEAC certification form.
  3. Update Shipping Dates: Enter at least three non-overlapping date ranges for receiving shipments.
  4. Confirm Contacts & Addresses: Make necessary changes, click Save Work. To remove a contact, submit an Instructional Materials Help Desk request.

Requisition Process

  • Initiation: Local education agency (LEA) submits a requisition for state-adopted materials.
  • Funds Deduction: Deducted from LEA's allotment in EMAT.
  • Review: TEA reviews the requisition.
  • Approval: If approved, TEA sends the order to the publisher.
  • Fulfillment: The publisher fulfills the order and TEA pays the publisher.

Types of Requisitions

  1. Program Requisition: Used to order any state-adopted program or the entire package.
  2. Component Requisition: Used to order individual items from a package (available for materials from Proclamation 2017 onwards).

Requisition Statuses

  • In Progress: Saved or reopened but not submitted.
  • Submitted: Submitted to TEA for approval.
  • Approved: Approved by TEA and sent to publisher for processing.

Creating a Program Requisition in EMAT

  1. Start Page: Click Create New Requisition.
  2. Program Requisition Tab: Select the tab.
  3. Grade Level: Select the grade level of the program. Note special cases for languages other than English.
  4. Select MLC: Use the magnifying glass to select the MLC of the program.
  5. Select ISBN: Use the magnifying glass to select the ISBN of the program.
  6. View Item Details: Click item details icon if needed.
  7. Enter Quantity: Enter required quantities in Student and/or Teacher Requisition Quantity fields.
  8. Add or Remove Rows: Use plus/minus signs to add/remove rows.
  9. Save Work: Ensure to save the work regularly.
  10. Submit Requisition: Go to Requisition Summary tab, view and print summary, then submit to TEA.
