we got to wait okay I was following you we to be a not certified certified you well I yeah that's she was I was like and I had youre 20 minutes not is this yours can you grab that all right this is driving me [Music] crazy okay Dr Moran you're still up on we're moving to action items and uh let's see item a is kindergarten first grade ELA curriculum option all right yes sir so um as you know our teachers in grades K through 5 have been participating in the letters um science of reading professional development for the last two years and a little piece of that that you may not know is that the state also requires all districts to have what is called an Lis plan A literacy instructional standards plan and a literacy intervention plan um we brought those plans to you previously and a component of that is that it requires districts to have a consistent and aligned literacy uh materials across all grades um so thanks to your support we've been able to do that in grades two two through five this past year and we also had previously done grades six 6 through eight and we had certain materials in place for grades K1 but we're now wanting to kind of beef that up so it's in alignment with our other grades so that we'd be able to say at the end of this year we have kindergarten through 8th grade with aligned curricular materials um so our academic Services team has been working uh to review different materials and we've had literacy leaders from across each of our schools do that work so I'm going to ask our team um led by Miss Carla Murray our executive director for Elementary programs to tell you a little bit about this curricular um request and also the process for that youed saying don't boo anybody anyone be booed so I figured i' my team oh okay gosh you all I can say right that's right we're usually the ones so you it's okay good evening Mr chairman and members of the board superintendent Jackson I am Carla Murray the executive director of Elementary education and I'm here with members of our team our a K8 instructional program facilitator Mandy Evans is joining me at the podium um and we have other team members in the audience that have been part of leading this work um for really the past several years as Dr Moran mentioned this work has been ongoing since um the North Carolina Board of Education approved the literacy instructional standards with Senate session Bill 387 the excellent Public Schools act in 2021 and really our why is all about literacy um we want to make sure that we are developing literate students um with a goal of 85% or higher um on state assessments by third grade and so that is aligned um with Priority One curriculum and Innovation so part of this process as we shared last year um we kind of used that same process um to take us through using stakeholder feedback we had a rep from each school um creating a vision for literacy that we Ed to kind of guide our work making sure that we were uh including learning from the science of reading PD and we kind of worked together to put all that together um and that's what you'll see on this slide is our vision and kind of what we want for readers in chadam County Schools okay um okay so the our Asus team created a rubric um that was designed to evaluate the alignment of the ELA care culum um and we used information from ncdpi letters um and The Institute of Education Services and this was the same rubric that we used last year when we evaluated curriculum we made a few minor tweaks um for the K1 aspect of it um last year um like was said we reviewed a lot of curriculums and narrowed it down to three um that we then brought to our literacy leaders um this year um since elel was already board approved in April of 2024 and we began implementing it this year in grades 2 through five we focused our literacy leaders for K1 on the El curriculum or what was already currently happening for um chadam County School you see me laughing because I hear a lot about eel from my third grade and second grade Grand doll yeah quite a bit for me yeah quite a bit um we didn't want to pursue in a separate curriculum for kindergarten through first grade because we wanted an alignment um through K through 5 so literacy leader used that core rubric tool to evaluate the curriculum um this chart shows the overall total rubric scores for the El curriculum and the current Ela structures in chadam County schools which basically includes the K1 read alloud um that they've been working on so you can see overwhelmingly um the El total was much higher than what we're currently doing in schools um as was mentioned before we utilize a robust process to gain stakeholders input regarding the curriculum adop um adoption this graph portrays the numerous ways we collected feedback regarding strengths and weaknesses of the El curriculum and the current chadam County School's model and practices um in addition to using this rubric literacy leaders ranked the El curriculum in chadam County Schools model um in order with First Choice being their favorite you want you're killing me I'm see here no here that's where we were yeah thank you um so Row one you can see we're coming back to it well this is why this is why I took it from her in the beginning please drave and I actually have no idea where we are on it right now okay there we go keep going one more back one more back one more yes ma there we go go okay don't touch um okay so Row one score totals from the rubric for each curriculum so that you can see El scored 306 versus um 143 for our current model row two was the number of times each curriculum was ranked as first so the current structure was ranked first zero times with e being ranked first um all 11 times um and the number of times each curriculum was ranked second is your the third row so you can see it was an overwhelming um decision by our literacy leaders e was and there was one one stakeholder from each School part of that and every a a member of each division across our Asus groups so the following two slides just provide a little bit more insight into the work that the literacy leaders um from each School engaged in during the curriculum review it's not an exhaustive list but you'll see that this we kind of spent time looking at the pros and cons and this is the list of pros and cons for the CCS rocking read aloud which is what happens um is currently happening in schools um that is kind of aligned to the science of reading um and then give you a minute to peruse and then this last slide um for me is the pros and cons for El education and this is what the literacy leaders kind of listed as what they saw for the El education curriculum for K1 what's the heavy lift difficult no um that really just learning a new curriculum learning the way LED out um learning the materials um and so for our second through fifth grade teachers this year we've done a lot of support through our curriculum coaches to help just make it make sense with how to how to plan for it in a way that doesn't seem so you know where do I find this what do I need so after feedback gathered from literacy leaders at all schools we engaged in conversations and discussions with school principes we talked to curriculum coaches District leadership uh concerning just how it would work in a schedule what the implementation would look like potential cost the curriculum focuses on the language comprehension strand of Scarborough's reading rope which was part of a need that we solve for curriculum and part of the letters learning so this would provide us consist consistency K5 um and based on feedback from all stakeholders we're here tonight to request that the board approve El reading curriculum purchase for grades K1 when you look at the next slide um there's some information about cost review um and we have identified the Asus team a number of existing funding sources to support this curriculum adoption ccs would utilize existing funds from science of reading State funds digital learning textbook State funds and local professional development funds so that would be something um it also is just a one-time purchase it is not a reoccurring purchase so that would be something um that we considered as well so any questions I have a question but before I do just thank you for all your hard work on this and getting some many voices together um if the someone from the public asked me this a question not necessarily about this spefic spe program just when we have standardized curriculum that if it allows enough a room for creativity by the teachers and I just wondered what y'all would say to that so that I can help be an ambassador to you know what you're trying to do absolutely our e um support um professional development gurus that have been supporting us in this process have a line that I love and it talks about Fidelity to integrity and we have the program for teachers that need it but the curriculum not the program we have the curriculum for teachers that need it we have there's um teaching strategies woven in so that teachers have that but we also have Professionals in the classroom and so teachers are able to add their um that's the Integrity piece they're able to add those things into it as they um see fit if the kids look like they need to have a opportunity to talk before it says so in the curriculum teachers are free to do that and our curriculum coaches and principles have been working to support teachers in that kind of making it their own for their classroom thank you I move the CH County Board of Education approve the kindergarten through first grade ELA curriculum as presented second got a motion second any other questions or discussion I'll just back up when I mentioned second and third graders uh whatever we're doing reading Wise It's been phenomenal for them so and I appreciate that I and I've heard that from several different uh parents particularly they they get on me about my reading so uh I'm talking about my granddaughters too so you know so it's been well appreciated so I just want y'all to know that very much so okay got a motion to Second all in favor with an i i any oppose Like Son thank youall thank you thank you Dr mirand you're back again National plans for summer programming and the YMCA memorandum of under understanding so this item is aligned with pretty much all of our priority areas because it does include facilities and Staffing as well as the curriculum piece this first part um if you could pull up Dr Samberg the initial summer plan each year about this time we bring to you our overarching plan for our summer programming it is due to the state by April 1st so this just shows you the types of programs that we'll be offering across the board you'll see um credit recovery for high school in here you'll see program in for ML students um and a number of other things it'll show on here for families um the dates the times Etc there are some pieces that are not filled in because we don't have all of the information but we do just want to at least show you kind of the the draft you'll notice with the the way that we've worded the motion it's um approving our overall plan with the ability to adjust as needed if any other types of changes come from the state um and so forth we've done that the last few years so that's just the overarching plan um but what we really want to spend the time talking to you about is a unique opportunity this year to partner for our grades K through three um program um this summer and that's a program that we're pretty well known for and we've um had a great program in chadam County Schools it's a part of the requirements from the state um but we really would like to partner this year with our YMCA um and so I'm going to ask for that team to come on up we have Mrs Kim Keith who is the vice president president of Youth Development with the YMCA and she has some other staff that um she'll introduce in just a moment as well you want to go ahead and do that real quick sure um good evening thank you for having us um I'd also like to introduce my colleagues Dr Jamie West um who leads our academic support programs with the YMCA of the triangle and Caitlyn haran who is the branch executive director of the YMCA here in chadam County so this is a unique opportunity this year to partner um with the YMCA to offer what we believe is going to be a more robust um opportunity for our students in grades K through three the state only requires that we offer this for grades um two and three but as you know in chadam we've provided this with our K1 students as well over the years and we want to continue that um our strategic plan has a goal of all of our students reaching proficiency by third grade so this is an area that we want to continue to have a focus on this would provide our Stu students with a program that is both academic in reading and math which normally we just have a focus in in Reading as well as enrichment so we feel like this opportunity um would be more whole child um than the programs we've had in the past and the name of this program is the power Scholars Academy and so they'll tell you just a little bit more about what the power Scholars Academy includes and then I'll kind of bring it back home at the end that button thank you all right so I'm going to give an over overview of power Scholars and then I'm going to invite Dr West to talk a little bit more about the curriculum and assessment piece of the program um but really this is an opportunity to build on the already great work that the chadam county school district has done with the reading Camp over the summer um Power Scholars is a five week summer camp program that really uh utilizes a whole child approach to learning it is designed to mitigate summer learning loss and permit Readiness for the upcoming grade level in addition to supporting students and that state requirement for read to achieve it incorporates daily enrichment opportunities so we really think about the morning of power Scholars the morning time is academic focused on reading and math the afternoon is enrichment so think about expanded learning exposure to new ideas and activities um and then Fridays are field trips so every Friday the students get to go on field trips so um I believe in the past the reading Camp here has been a 4-day week program by providing a five a fifth day a week hopefully that will help families who need that consistency throughout the week um and also the kids come Monday through Thursday because they can't wait for the field trip um on Friday and we go to local parks museums and other things um that tie to their learning as well um and then there is an seal component every day so building on those 251st century skills communication collaboration problem solving conflict resolution um as well so um we have uh operated this program for three summers in Wake County Public Schools um so we do have some experience doing this um the chatam team actually got to come and see the program in action last summer um so we've really been talking about this with Dr Jackson and others for a while um and the team has really put in the work to ask us lots of questions um before bringing this recommendation to the board um this talks a little bit about eligibility and Staffing um and then I'm going to let Dr West talk a little bit about curriculum and assessments thank you and I'm assuming that's the button that drives the next one the big one one good evening how are you guys doing um the power Scholars Academy integrates the Bell Exel curriculum which is through Arley and it is a Scholastic company so we know that we're getting high quality curriculum um the beautiful part about integrating this curriculum is that the scope and sequence is created and we know from our presentation earlier how important a scope and sequence is there is so much to choose from um that part of our work this summer will be to really narrow in on the skill focuses that align with your District plan if this is the direction we move in um and also to give you guys autonomy to have some input on the direction that our curriculum goes but for our kindergarten first grades and in Wake County we've expanded that to fourth and fifth they have reading and math instruction and for our second and third graders we spend our morning on literacy and foundational um academic skills because as part of the read to achieve legislation we have 72 hours of instruction that we need to incorporate and when you divide that amongst the the five weeks that we have with our Scholars and we want them to be able to participate in those field trips as well as the enrichment classes in the afternoon that's roughly 3 hours not roughly exactly 3 hours and 36 minutes so almost four hours of reading instruction and so the Bell Exel curriculum provides more than we could ever ask or imagine um and so the assessment we we use the star assessment to determine growth in our Scholars we have had um amazing results with student retention in Wake County 97 to 98% of our students that start with the program remain to the end of the year and we see growth in in all areas and we're very excited about that and the um alignment as you can see I won't read everything to you but the Bellic cell curriculum has its accolades um is of course been around for a very long time there's lots of evidence to show that it is um effective and it aligns with all the things uh that chadam County Schools creates as a priority so I'll stop there and there any questions specifically about the Bell Exel curriculum you have a point about our teachers I'm sorry our teachers oh so the the beautiful part about power Scholars is that it's not just a program that we've created that we're just bringing into uh the county but it's a true partnership with chadam County Public Schools and so the data shows that you guys do have amazing things happening and we want to partner with with you guys the whole way and so if permitted Monday morning bright and early we would be here to begin that partnership to make the decisions that support what your District needs anything else you want do you want to hit on any of these other pieces I think there might be one results from did you want to hit on any of the results oh there we go okay wonderful did you want to speak to it okay all right so these are some of the impacts of the program and know you've got lots of good stuff when the font has to be really tiny so we have two months growth in literacy um on average some students saw even higher growth we had one and a half months growth of math you have to say that very carefully um our staff are happy our students are returning our families are happy this is um built in partnership with family engagement strategies as well um and that component about at the end 97% of Youth believe they can learn learn from their mistakes is so when we think of executive functioning skills and growth mindset and how that's super important when we want to put students in a place to be successful power Scholars Academy builds that in you have to work on our adults on 97% I know right G would anyway yeah definitely so all right thank you thank you so as they mentioned um this would be utilizing our chadam County Schools teachers so we want to make sure we emphasize that the rate of pay for those staff members would be the same rate of pay that we've always been providing here in house um the beauty of what it will allow is our teachers would actually have access to more summer employment than we've been able to give them because our program has traditionally been half day and four days a week so they would also be able to be employed by the Y for those additional times so the overall Co cost breakdown um it's about um well it is 1375 um for a student for the week and so that that comes out um for five weeks with a total cost of 481 th000 now that is a little more than we've traditionally paid um we've normally been in the $350 to $400,000 range for this program um and what the partnership would be um allowing is that the YMCA wants to partner with us to be able to make up some of that difference so right now we are in the process of partnering on a 21st Century Learning Grant um which we traditionally in our district um we've done that with the Y and with the Boys and Girls Club and we've traditionally um been very successful with that Grant they also have a number of other donors um so we believe at this point in time with their willingness to partner on the cost we would be able to come in about the same cost we normally do and provide more services for our students the other benefit of this is that our instructional staff who normally would start in about February starting to gear up and plan pull materials together start writing curriculum for the summer would be able to remain in school supporting our teachers in a way that we've not been able to do before and so we think it would maximize their effectiveness and their use of time for the remainder of the school year to support teachers so um we're excited about this potential partnership and what it can offer our families and our staff um and we are seeking your support with this and we'll um answer any questions that you might have but that's kind of the quick um breakdown one thing I think we neglected to say is that we would offer this at two of our sites we traditionally have done three sites we would do um Pittsburgh Elementary and Virginia cross um and we feel like that would still be able to serve all of our students across um the district but providing Transportation correct we would still provide transportation um this also just shows you an the funding sources that we traditionally would utilize to be able to offer our summer programs so we would tap into some of these same funding sources um to be able to offer this um continued um program and then the other last piece here is this kind kind of breaks down um what the funding goes towards so what are we responsible for paying um outside of that cost that was cited and what um does the YMCA pay as a part of the cost for the students and so we would continue to provide the facility which we do every summer anyway we also always provide transportation and meals and so that's really no no change for us only difference is buildings were closed on Friday normally but that's okay too I don't you know I think that's fine as we've talked through that um particularly for our Child Nutrition program that's not a problem because they've always provided um meals 5 days a week during the summer they have their staff kind of staggered so our transportation team we've had some early conversations with Mr BCE on how that could work in a similar fashion so some staff would be maybe Monday through Thursday and some staff might be Tuesday through Friday to be able to make this work so one one quick question I mean I'm seeing the section on Staffing and instruction but would our folks um have the opportunity to to participate um if they wanted extra work during the summer if if but um absolutely so one of the items that you'll see in Thea is that we in fact want chadam County School staff to be um have first um opportunity at these um um opportunities and not only that we would utilize our same process with our academics team to make sure that we're hiring the very best most highly qualified teacher so we utilize the teachers data from the school year to make sure that they are effective um teachers who would be working with our most fragile students so that YMCA would not just be picking random people they would be working and partnering and collaborating with us to select our teachers similar to how we would do that anyway during the summer yeah I've heard experienced teachers talk about when they've got kids ready to go to college that summer employment really made a difference for them there so so yeah they they I've talked to several that enjoy that I moved s County Board of Education approved the initial plans for summer programming and and YMCA memorandum of understanding for the power scholar program as presented and to allow Administration to make adjustments plan in the event the state requirements are amended second and a motion second any discussion questions all in favor with an i i any opposed this particular item with you as you know every year we have to seek board approval on our summer readministration we don't use the word retesting but we do have opportunities for students to readminister assessments um and this year the plan is a little bit different so I'm going to have her come up and share with you the components that you would be approving this evening good evening Mr chairman members of the board Dr Jackson and thanks for having me tonight um this summer we would um be adhering to state law which says that any readministration of the end of grade or entercourse assessments need to occur after the last day of school which is what's been in place for the last several years um we would be using the work days uh that first week in June beginning on June 9th and be providing transportation and meals for the days of June 9th June 10th and June 11th but we open the window for more opportunities if students or families have plans to do something else that week and are unable to come back that week they can come back up until June 18th to um take a readministration of any assessment one thing that is different this year is that uh the state is renorming the science end of grade Assessments in fifth grade 8th grade and the biology end of course assessment um or end of end of course assessment and so those Norms it takes them all summer to get them so we would not be receiving scores back until probably August that will still be included in the accountability model but students we won't have the scores back in time for the students to have a second opportunity to take those assessments so we're hoping within those three days there'll be time for some reteaching and to take uh the readministration plans um that is what is noted in the form for us to sign for DPI and if you have any questions I move that the chadam County Board of Education approv the summer readministration plan as presented and allow the administration to make adjustments to the plan in the event state requirements are amended second any questions thing to say though is that normally we do have the third grade students take the reto aieve test at the end of R to aieve camp and those students will have the opportunity to do that through the YMCA Camp situation I thought I'd read that in there I should have asked that question but I thought I thought they had some PC audit contract Miss Smith good evening CH Mr chair members of the board and Dr Jackson um tonight we bring to you the 2425 audit contract for Anderson Smith and W our external Auditors um we've been with this firm since 2015 I think is um how long we've been with them so about 10 years um the contract this year is not to exceed the fee of $46,400 and uh Anderson Smith and W does a great job with keeping up the requirements DPI um gives them and we're happy with them right now so you have any questions about the contract what if we don't approve it I asked you that earlier I move that the chadam County Board of Education approved the contract with Anderson Smith and wake PC to perform external auditing Services as presented second any questions all in favor with an i i i m Smith you had it easy tonight didn't all right Mr BL you look like you got three yes sir Mr members of the board Dr Jackson I I told miss youngbl Mr Vernon dresses up nice there so they're with us too for this too very thing when they came in the door each time Charters memorandum of agree and we've had plenty several of these already so if you want to cut to the chase that's fine I I'll be brief okay so um the uh memorandums of agreement that we're bringing tonight are all related to uh different organizations wishing to use facilities at Northwood High School so Miss Young Blood the principal and Mr Vernon the athletic director are both here this evening to show their support but also if you had some specific questions they would be able to answer them uh all three of these items apply to goals two and four of our strategic plan which is student health and safety and facilities and infrastructure the first one is the East chatam Chargers memorandum of agreement this agreement we actually thought this had been in place and we discovered recently that it had not been and this group has been using our spaces actually for quite a while so we are putting this in place which will help the school and the organization understand what their responsibilities are so there's our first one y'all good with this it says so we're good okay I moved chadam County Board of Education approve these CH chatam Chargers uh memorandum of agreement as presented second any questions yes go ahead um just wondering why this isn't shared with sea forth because the organization is requested to do this with Northwood they would have to approach C4 forth I just I just you know to to share I mean the field takes a wear and A Tear it does between soccer I mean just the high school our our kids agre even though East chadam are still our kids for the most part I understand that but um you've personally watched it and I have too the the wear and tear that one field takes and I thought well can we share that um still on the same end of the county so okay they they just requested that one school they did and this is where they've been for quite a while all in favor any oppos Like Son cuz y'all got to live with it anyway so I've been there and understand that so long as y good we're good so the North Carolina sorry the North Carolina Challengers memorandum of agreement is a softball Group which my understanding is actually under the umbrella of a baseball organization that we already have an agreement with uh this would just provide softball opportunities for our students as well and this also is at Northwood softball field of course move the CH County Board of Education approved North Car Challengers memorandum of agreement as presented second any questions there all in favor with an i i any oppos like sign all right item G Mr BCE so the pman flag football memorandum of agreement is actually a gentleman from chadam County who is a former NFL football player you Google him you can see his record Northwood graduate no sir where um idea I I don't remember the name Virginia Southwest Virginia okay name of the town okay yeah but he is interested in starting it's a flag football organization and it is part of the NFL FLAG and actually they have one of the commercials with the Super Bowl when I saw that I thought there it is so there's a umbrella of a very very wellestablished group and he's interested in starting a flag football opportunity for our students so is this I guess because I've asked about this in the past about the Carolina Panthers have have supported in the Charlotte area it's it's a big deal um is this going to be tied with that because I according to the commercial last night they the NFL is wanting this to go to become a regular um uh sport um Nationwide I mean they're you know they don't do anything small so they are trying a few well they have been trying a few States and I guess Charlotte all where the the the NFL teams are they've been working on that and now they're they're ready to go Nationwide I guess and this must be a part of it well this is under that same umbrella as for what their eventual goals are I'm not sure but at this point the Mr pierman yes uh would like to get the programs started here that's great I moov CH County Board of Education approv the pman flag football memorandum of agreement as
